This award is for the Partner or Community Member of the Year. The award this year is presented to the Devon and Cornwall 4X4 response group under the guidance of Roland Westlake. Unfortunately Roland timed it badly and will be at the airport terminal waiting to jet off to warmer climes this evening. Other Team leaders here to accept the award are Paul Siely, Michael Green and Jim Hancock.

Roland Westlake and Devon & Cornwall 4x4 Response has provided invaluable support to Devon and Cornwall police and its partners throughout the last two winters.

Roland was instrumental in the creation of this voluntary service locally and has worked tirelessly over the last few years with the police, other agencies and the 4x4 Response members to provide a first class service to the people of Devon and Cornwall.

During several periods of severe weather Roland and the teams worked long hours during prolonged periods to co-ordinate the activity of its members to support the activities of the police.

The group now regularly attend police and multi-agency emergency planning forums and have shown tremendous professionalism and willingness to support local initiatives and activities for the ultimate benefit of the people of Devon and Cornwall.

Devon and Cornwall 4x4 Response, with Roland's guidance, has assisted many aspects of BCU and Force activity ranging from providing assistance during large scale live exercises to test contingency Plans and procedures to transportation of police staff and key partners to/from work and for routine police activity during periods of severe weather and flooding.

The group have forged good working relationships at all levels within the BCU, in particular at local and Silver (tactical) level. They have worked with the police to help in the formulation of plans and procedures in their area of expertise, attending multi-agency training and fully contributing at all times. They are now an integral and important element of some plans and activities such as the Local Resilience Forum Haldon Hill Severe Weather Plan.

Some of the events the group have worked with us and responded to are:

Ottery St Mary flooding 2008.

Large live exercise on Dartmoor 2009

Exercise Forest Sept 2010

Haldon Hill and severe weather from December 2009 to January 2011

For their commitment, dedication and service to the communities of Devon and Cornwall the BCU commander has pride in awarding the Partner or Community Member of the year award 2011 to the Devon and Cornwall 4x4 Response Team.
